How long should alt text be?

Under 125 characters. Screen readers cut off after that, and search engines stop weighting beyond it.

When should alt text be empty?

For purely decorative images that don't carry meaning - borders, dividers, dust effects. Use empty alt="" so screen readers skip them.

Can I just use the file name?

No - file names like "DSC_2837.jpg" are useless. Even "happy-dog.jpg" only describes one image. Real alt text is specific to the visible content.

Does my image data get stored?
